Providing a safe, secure, and healthy working environment for employees, contractors, and suppliers is essential to Valeura’s long-term operational success. Health and Safety is therefore recognised as a key material topic supporting the sustainability of the Company’s business.

Management Approach

Policy and Management System

Valeura operates under a Health, Safety and Sustainability (HS&S) Policy to prevent workplace injuries and illnesses and maintain a safe working environment.

This is implemented through the integrated Health, Safety, Security, Environment, Community, and Quality (HSSECQ) management system, aligned with applicable international laws and regulations and applied to all employees, contractors, and personnel working under the Company’s supervision.

Linking Performance to Compensation

Valeura integrates key HSSECQ objectives into its corporate scorecard to strengthen organisational focus. The lost-time injury frequency rate (LTIFR) is a core KPI linked to individual compensation. Health and safety data are recorded, monitored for continuous improvement, reported monthly, and reviewed as part of the annual performance assessment process.

Certifying Management Systems

Valeura obtains independent third-party verification of its management systems. The Jasmine/Ban Yen, Manora, and Nong Yao fields, along with the Bangkok Office, are certified under ISO 9001, ISO 14001 and ISO 45001 standards covering quality, environmental management, and occupational health and safety. The Company is working to extend certification to the Wassana field.

These certifications confirm that appropriate management systems are in place and support operational efficiency, environmental performance, and health and safety management.

Workplace Safety

Assessing risks

Operational risks and hazards are identified and assessed through Valeura’s enterprise risk management process. Controls are implemented using multiple barriers and a hierarchy of controls to mitigate risks as far as reasonably practicable.

Safe System of Work

Valeura applies a Safe System of Work standard requiring risk assessments before task execution through Job Safety Analysis (JSA). Where applicable, work must also be authorised under a Permit to Work (PTW) system approved by designated personnel.

Stop Work Authority

All workers have Stop Work Authority (SWA), enabling them to halt tasks they consider unsafe. Work resumes only after the investigation confirms that conditions are safe.

Reporting Hazards

Employees and contractors can report unsafe acts or conditions through Hazard Observation Cards (HOC) available at all work locations, supporting proactive hazard identification.

Facilitating Continuous Improvement

Health and safety incidents are reviewed under Valeura’s Incident Investigation and Reporting (IIR) standard to identify root causes and implement corrective actions to prevent recurrence.

Contractor Management

Contractors are an integral part of Valeura’s workforce and are required to comply with the HSSECQ management system.

Prior to contract award, contractors are assessed based on the HSSECQ risk level of their activities. High-HSSECQ consequence contractors undergo enhanced controls, including pre-qualification assessments, ongoing performance monitoring, and final reviews at contract close-out.

During operations, compliance is maintained through pre-mobilisation audits, on-site monitoring, and regular HSSECQ audits. Quarterly meetings with key contractors review HSSECQ performance and KPIs, while high-HSSECQ consequence contractors are subject to annual audits both on-site and at contractor facilities.

Emergency Preparedness

While prevention remains a priority, Valeura maintains emergency response planning to ensure readiness for unforeseen events. Emergency response plans align with the Health, Safety, and Sustainability Policy and cover spill response, natural disasters, pandemics, and other crisis scenarios.

The Company maintains an Emergency Response Manual outlining response protocols, roles, and coordination with internal and external stakeholders. Training and scenario-based exercises are conducted regularly, including simulations prior to new drilling campaigns or production operations. Valeura also participates in oil spill response drills through the Thailand Oil Industry Environment Safety Group Association (IESG).

In 2025, the following emergency preparedness and response activities were undertaken:

  • A magnitude 7.7 earthquake in Myanmar impacted the Bangkok Head Office area.
  • Offshore operations were unaffected and continued safely.
  • Business Continuity measures enabled Work-from-Home arrangements for onshore staff.
  • Operational support to offshore assets continued without disruption.
  • Office areas were inspected and verified to be safe before staff returned in April 2025.
  • Severe flooding affected the Support Base and access to the designated medivac hospital.
  • Business Continuity measures were activated to maintain operational support.
  • An alternate helicopter base and hospital in Nakhon Si Thammarat were activated to maintain medivac capability.
  • Offshore medivac readiness remained fully operational.
  • Hospital facilities in Hat Yai were inspected and confirmed safe before resuming normal operations.
  • Evacuation drills were conducted to prepare for severe weather scenarios affecting offshore and onshore facilities.
  • Exercises included Emergency Response Team activation, communication protocols and coordination with logistics and aviation support.
  • Helicopter evacuation procedures, muster processes and personnel accounting were tested.
  • Drills validated Emergency Response Plans, including command centre operations and communication systems.
  • High readiness levels were confirmed, and improvement actions were incorporated into updated procedures.

A Medical Evacuation Response Plan (MERP) is in place to ensure the rapid transfer of injured or ill personnel from offshore installations to onshore medical facilities, supported by helicopter evacuation.

The Wassana MOPU Ingenium Medical Evacuation Escort Drill was conducted on 20 August 2025 to validate response readiness and coordination.

Annual first-aid refresher training is also conducted to maintain emergency response competency and operational preparedness in offshore environments.

G1 Traveller Case

Valeura implemented its Medical Evacuation Response Plan (MERP) following an unrelated 3rd party boating incident in the vicinity of the Manora field, involving a speedboat passenger who slipped and was struck by the vessel’s motor blade, resulting in deep lacerations and fractured toes.

The Manora Offshore and Sattahip Onshore Support Teams coordinated the emergency response, providing immediate medical assistance and stabilising the injured individual prior to evacuation.

The incident demonstrated effective coordination and response capability in a remote offshore environment, reinforcing Valeura’s commitment to emergency preparedness and safety management.

Health Promotion Services and Programmes

Valeura implemented the 2025 Health Campaigns to promote employee health and well-being through the “InBody Changed” and “Calories Burned” programmes for both onshore and offshore personnel. The initiatives focused on improving awareness of physical health, body composition, and energy balance.

Employees participated in group-based physical activities and tracked body fat percentage, muscle mass, and calories burned over three months. By the end of the campaign, 82% of onshore participants (111 of 135 employees) showed improved InBody results. Offshore participation included 352 employees, collectively achieving 4.76 million kilocalories burned, exceeding the campaign target.

Health Talks

Valeura conducts periodic Health Talks led by qualified medical professionals to promote employee health awareness and encourage positive lifestyle practices. Sessions cover topics such as diet, fitness, and broader occupational health issues relevant to both onshore and offshore personnel.

These programmes support informed health decisions and reinforce healthier behaviours across the workforce. In addition, refresher training programmes are conducted to maintain employee awareness of workplace health and wellbeing practices.

Evaluation of Performance

Safety Performance

Valeura sets health and safety performance targets and monitors key performance indicators to assess performance, identify trends and support continuous improvement.

In both 2024 and 2025, Valeura recorded zero fatalities and zero occupational illness cases.

The Company’s 2025 Lost Time Injury Frequency Rate (LTIFR) was 0 per 200,000 man-hours for both employees and contractors, consistent with 2024 and reflecting zero lost time incidents.

Valeura’s 2025 Total Recordable Injury Frequency Rate (TRIFR) was 0 for employees and 0.2 for contractors per 200,000 man-hours, consistent with 2024. The contractor TRIFR reflects three TRI cases in 2025, unchanged from the prior year.

Employee performance remained better than the benchmark rate of 0.112 published by the International Oil and Gas Producers Association (IOGP), an international organisation representing companies that produce 40% of the world’s oil and gas, and focussed on improving safety, health, environment, security, and operational efficiency through industry standards.  Contractor performance was also slightly higher than the IOGP benchmark rate of 0.178.

Valeura maintains a strong focus on personal and process safety, supported by visible leadership commitment. Management regularly visits operational sites to reinforce safe behaviours.

In 2025, nine senior management visits were conducted at onshore and offshore facilities, involving executive leadership, country management and department managers.

Safety Training

Valeura maintains a training and competency framework to support safety and operational standards. All personnel receive mandatory safety orientation upon onboarding, followed by structured induction and annual refresher training.

Training is governed by the HSSECQ training matrix, which defines role-based and regulatory training requirements. Programmes align with national and international standards, including those of the Thailand Department of Mineral Fuels, ISO 9001, ISO 14001, ISO 45001, and relevant API specifications.

Specialised training is required for high-risk activities such as scaffolding and emergency response. All offshore personnel must also complete certified first aid training.

Leadership Intervention and Alignment Workshop

  • A leadership workshop to align leaders on HSSE expectations for preventing serious injuries and incidents in 2025.
  • Share best practices and knowledge to strengthen HSSE performance.
  • Secure leadership commitment to practical actions supporting safe and sustainable operations.

2025 HSSE Workshop

  • Two workshop sessions brought together offshore and onshore teams to strengthen safety leadership, review past incidents, and reinforce procedural compliance.
  • Activities included management dialogue, lessons-learned discussions, practical simulations, and teamwork exercises focusing on Life-Saving Rules, Stop Work Authority, and disciplined execution of daily operations.
  • Hands-on exercises covered Permit to Work (PTW), energy isolation, Job Safety Analysis (JSA), and lifting procedures, alongside demonstrations of technologies such as drone inspections to enhance operational safety.
  • The workshops reinforced HSSE priorities, strengthened collaboration and safety culture, and reaffirmed management’s commitment to continuous improvement and frontline empowerment.

2025 Business Continuity & Emergency Preparedness Enhancement Programme

Project Objective

To strengthen organisational resilience and ensure uninterrupted support to onshore and offshore operations through effective preparedness, response and recovery for unexpected events, including natural disasters, facility disruptions, and evacuation scenarios.

Project Strategy / Implementation

In 2025, Valeura implemented a multi-scenario Business Continuity (BC) and Emergency Response strategy covering a range of operational risks. Following the earthquake affecting the Bangkok Head Office on 28 March 2025, the Company activated Business Continuity procedures, implemented Work-from-Home arrangements for onshore teams, and conducted inspections and safety checks before staff returned to the office.

During flooding in Hat Yai and Songkhla in November 2025, Valeura managed impacts affecting the Support Base and the designated hospital used for offshore medivac (G10/G11). To maintain emergency readiness, the Company activated an alternate helicopter base and designated Nakhon Si Thammarat Hospital for temporary medivac routing. Normal operations resumed only after Hat Yai hospital facilities were verified to be safe.

Valeura also conducted typhoon evacuation preparedness drills across Northern and Southern Operations. These exercises covered evacuation procedures, communication protocols, and aviation coordination, and were used to validate Emergency Response Plans and implement improvement actions to strengthen readiness.

Performance 

These measures resulted in zero business interruption during natural disaster events, including the earthquake and regional flooding, and 100% operational continuity with uninterrupted support from onshore teams. Valeura also successfully activated alternate logistics and medivac pathways during flooding. Typhoon evacuation exercises demonstrated a high level of readiness and effective emergency response team performance, further strengthening organisational resilience through drills, real-event response, and continuous improvement of emergency procedures.
