Valeura prioritises social and community engagement to create lasting value for society and the environment. The Company seeks to foster positive relationships with all stakeholders who may be affected by its business, and accordingly, has identified Stakeholder Engagement as a high priority material topic.

Management Approach

Community Engagement

Valeura operates under a Corporate Social Responsibility (CSR) framework that guides engagement in its operating communities. The framework aligns business objectives with societal priorities and addresses stakeholder expectations across four focus areas: Environment, Community Development, Education, and Employee Engagement.

The Company also promotes respect for human rights, including access to education, healthy and sustainable environments, and social well-being.

CSR initiatives are managed through a structured community engagement process from planning through implementation.

Community Engagement Through CSR Initiatives

In 2025, Valeura delivered 28 new and ongoing CSR projects across Thailand in partnership with local organisations, including more than nine fishery associations across coastal provinces, the National Fisheries Association of Thailand, Chulalongkorn University, the Royal Thai Navy, the Education for Development Foundation, and local government agencies. These initiatives were designed to address priority needs in the Company’s operating areas through a combination of environmental conservation, education support, and community development.

Environmental initiatives included coral reef restoration projects undertaken in partnership with the Plant Genetic Conservation Project under the Royal Initiative of Her Royal Highness Princess Maha Chakri Sirindhorn (RSPG Project) and Chulalongkorn University’s Marine Science Research Centre. These efforts focused particularly on the Sattahip area, using coral hatchery techniques based on sexual reproduction in laboratory conditions before transplanting juvenile coral onto degraded reefs. Additional marine conservation initiatives included partnerships with the Samut Songkram and Khanom Fishery Associations, ocean cleanup activities organised by Hat Khanom National Park – Southern Marine Islands in collaboration with the Khanom Fishery Association, coastal rehabilitation, juvenile marine animal release, and youth environmental education.

In addition, Valeura supported school development and capacity-building initiatives in Tao Ngoi District, Sakon Nakhon, alongside broader education and community programmes in its operating areas.

Government Engagement

Government agencies at national and provincial levels are critical stakeholders in Valeura’s operations. The Company applies a structured government engagement framework, including stakeholder identification and analysis, maintenance of a regulatory and permits register, development of engagement plans, and execution of engagement activities. The framework supports regulatory compliance, collaboration and transparency in operations and project execution.

Valeura maintains ongoing engagement with key authorities, including the Department of Mineral Fuels, Ministry of Energy, Office of Natural Resources and Environmental Policy and Planning, provincial energy offices, Customs Department and Revenue Department. In offshore areas in the Gulf of Thailand, the Company coordinates with the Royal Thai Navy and Marine Department on security and emergency preparedness. At onshore facilities in Songkhla and Chonburi, Valeura works with provincial and local authorities to support logistics and offshore operations.

A regulatory and permits register is maintained and updated annually to support routine operations. Required submissions include well proposals, daily drilling and monthly activity reports, EIA compliance reports, well plug and abandonment approvals, and waste and GHG reports. For new developments and decommissioning projects, additional permits and submissions are identified and aligned with project milestones, including the Initial Decommissioning Plan (IDP) and Decommissioning Environmental Assessment (DEA).

Valeura engages proactively with authorities to secure approvals and submit required reports in a timely manner. The Company maintains compliance with applicable legal and regulatory requirements and implements action plans to support documentation and approval processes.

Evaluation of Performance

Community Engagement

Valeura conducted community engagement and social and environmental impact assessments across 100% of operational areas and recorded zero grievances in 2025. The Company implemented 28 new and ongoing CSR initiatives during the year.

Employee participation totalled 282 employees and 2,061 volunteer hours across environmental, health and safety, disaster relief, and education programmes. Valeura also awarded 829 scholarships through partnerships with educational institutions, fisheries associations, and public sector organisations in its operating areas. These scholarships supported students and families across coastal and local communities, reflecting the Company’s continued focus on education and long-term community development. In addition, Valeura funded two four-year undergraduate scholarships at Kasetsart University’s Faculty of Fisheries.

Environmental initiatives included marine ecosystem conservation and restoration projects in Chonburi, Samut Songkram, and Nakhon Si Thammarat. Two First Aid Promotion and Basic Life Support workshops were also conducted at Pattani FA, with 100 participants.

Some of our Community Engagement Projects:

Through its participation in “Young Love the Sea 2025,” Valeura Energy supported an environmental education initiative organised by the Royal Thai Navy – First Naval Area Command in collaboration with the office of Her Royal Highness Princess Sirivannavari Nariratana Rajakanya. The programme was held from 4–8 August 2025 at the Khung Kraben Bay Royal Development Study Centre in Chanthaburi Province, under the management of the Office of the Royal Development Projects Board (ORDPB).

The initiative engaged 300 students from three local schools through activities designed to build awareness of marine ecosystems and help cultivate long-term interest in environmental conservation among coastal youth. Valeura provided funding to support camp arrangements, including meals, snacks, souvenirs, learning materials and exhibitions for participating students. Employee participation was also included as part of the activity, creating opportunities for staff engagement while strengthening relationships with local authorities, students and surrounding communities.

Valeura Energy also participated in a Fish Releasing Ceremony and Fish Habitat Building Project in partnership with the Pattani Fishery Association. The initiative was intended to support local fishing communities and contribute to marine conservation in Pattani Province. The project involved constructing fish aggregation devices, or “fish homes,” using natural materials such as bamboo, banana leaves, and rope to mimic marine habitats and provide shelter and breeding grounds for marine species. Construction and installation of these structures were scheduled ahead of fish release activities planned for July and October, with work commencing in June and August.

Valeura also supported ocean cleanup activities organised by Hat Khanom National Park – Southern Marine Islands in collaboration with the Khanom Fishery Association and provincial government agencies in Nakhon Si Thammarat, near the Company’s Wassana field operations in Block G10/48. The project aimed to remove debris caused by monsoon winds, prevent it from returning to the sea, and strengthen cooperation among local conservation networks. Activities were scheduled for 14–15 June 2025, with Valeura providing THB 50,000 in support. Participating organisations included local government bodies, the Royal Thai Navy, marine police units, municipalities, private sector partners, and local conservation groups.

The Company advanced social inclusion in 2025 through the Inclusive Society Project, supporting Persons with Disabilities (PWDs) and promoting inclusive workplace practices.

On 31 October 2025, more than 60 employees participated in an Inclusive Lunch & Learn workshop led by PWD speakers, focusing on diversity, inclusive behaviour, and practical workplace application. Participants also crafted Braille letters for children with visual impairments.

Songkhla

Valeura Energy supported a community healthcare sustainability project in Songkhla Province, funding the installation of a 25.80 kWp on-grid solar power system at Singhanakhon Hospital’s dental and primary care buildings. The initiative aims to reduce electricity costs and enhance energy security through renewable energy.

Songkhla hosts Valeura’s southern logistics base and is a key stakeholder area for the Wassana operation. In collaboration with the Songkhla Customs Office, a volunteer day and additional patient support activities will be conducted during the official project handover.

Two-day Fishermen Safety Training Programme

Valeura conducted a two-day safety training programme covering:

  • Onboard safety practices for fishing operations
  • Survival techniques for maritime emergencies
  • Emergency response procedures, including first aid and rescue coordination

Beyond environmental conservations and community health and wellbeing, the Company further maintains a CSR contingency fund to support communities affected by natural disasters.

In November 2025, the Company partnered with the Pattani Fishery Association to distribute survival bags to fishing communities in Pattani following extreme weather events.

In response to flooding in southern Thailand, Valeura provided financial assistance through local and national partners, including a THB 100,000 donation to the Thai Red Cross Society (Disaster Relief) in collaboration with the Department of Mineral Fuels.

The total contribution comprised:

  • THB 120,000 for survival kits with the Pattani Fisheries Association
  • THB 100,000 to the Thai Red Cross Society (Disaster Relief)
  • THB 100,000 to support evacuation shelters via the Songklanagarind Hospital Foundation
  • THB 50,000 to fishing communities through the National Fisheries Association of Thailand
  • THB 50,000 for cleaning equipment provided to Songkhla Province through the Provincial Energy Office and the Provincial Permanent Secretary
 

Purse Seine Fishery Association Project (Marine Waste Management and Environmental Improvement Project)

Valeura supported the Pattani Purse Seine Fishery Association through the purchase of a grinder and blade-sharpening machine to process marine animal remains into reusable organic materials, supporting waste reduction and local income generation.

Valeura supports education as a driver of long-term socio-economic development. In 2025, initiatives focused on skills development, school projects and scholarships for students in fishing communities near offshore operations.

A total of 829 scholarships were awarded.

Scholarships

In Rayong Province, Valeura awarded 320 scholarships in collaboration with the Rayong Fisheries Association, Rayong Energy Office, and Rayong Municipality Office.

The Company also continued its broader partnership with the Education for Development Foundation (EDF) through scholarship projects in Prachuap Khiri Khan and Songkhla, where 150 and 200 scholarships were awarded, respectively. In addition, 50 scholarships were provided through the Prachuap Khiri Khan Fisheries Association, while in Pattani, 50 scholarships valued at THB 3,000 each were awarded to eligible children of registered fishermen through the Pattani Fisheries Association.

Valeura also supported students from fishing communities through two full four-year undergraduate scholarships at the Faculty of Fisheries, Kasetsart University, in partnership with the National Fisheries Association of Thailand. Separate scholarship support was also provided to the children of junior naval personnel through the Royal Thai Navy 1st Naval Area Command and Royal Thai Navy 2nd Naval Area Command.

School Infrastructure and Learning Support

Valeura supported the construction of five restrooms and the renovation of one playground at Baan Pak Nam Pran School, provided premium gifts to 50 representative students, and distributed refreshments to 419 students and 24 teachers.

Through collaboration with the Education for Development Foundation (EDF), 629 students from five schools benefited from school development projects in Prachuap Kirikhan, and 15 schools in Songkhla received infrastructure support.

In Tao Ngoi District, Sakon Nakhon, Valeura partnered with King Mongkut’s University of Technology Thonburi (KMUTT) to fund new learning spaces, four playground renovations, and Brain-Based Learning playgrounds at Tao Ngoi Kindergarten School and Na Ngoi Phon Pla Lo School. In Pattani, funding supported the purchase of 10 computers for Pattani Kindergarten School and playground equipment for Masjid Taluban School. A high-capacity water storage and filtration system was also installed at Baan Don Na School, benefiting 96 students and 17 teachers.

In Tao Ngoi District, Valeura supported teacher and community leader development through targeted training programmes. Two workshops were conducted: a Denver Test II practical workshop for 13 participants and a capacity-building workshop for 50 Village Health Volunteers using DSPM to strengthen early childhood development knowledge.

In Prachuap Khiri Khan and Songkhla, Valeura also supported capacity-building activities for teachers and student leaders, helping strengthen learning environments and community-based development. A school-based initiative further reached 657 participants from three schools, including students, teachers and parents, through activities designed to build practical awareness and preparedness.

In Rayong, the Company organised a session with offshore drilling employees to give students insight into career pathways in the energy sector.

Valeura promotes employee participation in community initiatives to strengthen engagement and skill development. In 2025, employees contributed 2,061 volunteer hours across CSR activities.

Project: Inclusive Society Disability Empowerment Project

Valeura supported the empowerment of Persons with Disabilities (PWDs) through partnership with the Vulcan Coalition and collaboration with Mahidol University, the Department of PWDs Empowerment and the Bangkok School for the Blind.

The initiative focused on three components: the Access Ability Campaign to promote public awareness on accessibility; a Workplace Inclusion Workshop to strengthen employee understanding and empathy; and a CSR activity at the Bangkok School for the Blind. A total of 63 employees participated in the Lunch & Learn workshop.

 

Government Engagement

Valeura complies with concession obligations and applicable laws and regulations. All required permits, notifications and approvals were obtained in a timely manner.

Government engagement is ongoing and regularly reviewed. Required information is provided to authorities to secure approvals prior to operations, and feedback is incorporated to refine the engagement approach.
